Since our previous blog post in 2022, speed pedelec regulations have remained mostly unchanged. Still, it’s always good to refresh your memory so you can hit the road worry-free!
What is a speed pedelec?
A speed pedelec is an electric bike that provides pedal assistance up to 28 mph with a motor power of up to 4 kW. In Belgium, these fast two-wheelers fall under the ‘Class P moped’ category.
What do you need to ride a speed pedelec?
- Age & license: You must be at least 16 years old and hold an AM (moped), A (motorcycle), or B (car) driver’s license. You also need to follow moped traffic rules.
- Registration & license plate: Your speed pedelec must be registered with the Vehicle Registration Service (DIV) and display an SP license plate.
- Helmet requirement: A certified bicycle or moped helmet is mandatory. It must meet EN1078 standards and provide protection for the temples and the back of the head.

Where can you ride a speed pedelec?
- On roads with a speed limit of 50 km/h or less: You can choose between the bike lane or the main road.
- On roads with a speed limit higher than 50 km/h: You must use the bike lane if one is available.
Keep in mind, you can never exceed 45 km/h with a speed pedelec!
Can you ride a speed pedelec in bicycle streets?
In bicycle streets, motorized vehicles are not allowed to overtake cyclists. But what about speed pedelecs, which are classified as mopeds? Good news: speed pedelec riders are allowed to pass cyclists! Lucky you!
However, remember that the speed limit in a bicycle street is 30 km/h for all vehicles. So, you can overtake, but only within that limit.

Leasing a speed pedelec
Buying a speed pedelec can be pricey. Entry-level models start at around €2,500, while premium brands like Stromer and Riese & Müller can cost over €10,000. 😵💫
If that sounds like a bit too much, why not consider leasing? A company bike is fully exempt from taxes and social contributions as long as it’s used for commuting. Unlike a company car, you won’t have to pay extra social security fees or a benefit-in-kind tax.
At Joule, you can lease various types of bikes, including cargo bikes, longtails, e-bikes, and speed pedelecs. For speed pedelecs, we offer top brands like Stromer, Ellio, Specter, Riese & Müller, and Gazelle.
